バイオサンプルの日本への国際輸送

おそらく、バイオサンプルの輸送について最も蓄積があるのは Fedex である。ここでは、日本とアメリカの間で、Fedex でバイオサンプルを輸送するケースを考える。

残念ながら 2018 年現在、アメリカから日本にバイオサンプルを送る方法は存在しないようである。法は検疫でパスできるはずだが、業者が検疫が必要な郵便物を嫌い、受け付けないようになってしまった。

UPS (Link)

As of October 01, 2010, UPS will no longer accept shipments to Japan that contain articles that are subject to plant and animal quarantine enforced by the Ministry of Agriculture, Forestry and Fisheries' Plant Protection Station or Animal Quarantine Services.

Fedex (Link)

Effective immediately, in compliance with our terms and conditions, FedEx will no longer offer exceptional handling of shipments to Japan that require animal or plant quarantine. Any such shipments arriving in Japan will be returned to the shipper, disposed of at our facility, or forwarded to an external customs broker for customs clearance at the shipper’s expense.

これに対して、日本からアメリカへの国際輸送は Fedex で可能である。以下の一般的な手続きに従う。Commercial Invoice のほか、サンプルの詳細なリストなどが必要である。

梱包の方法

血液、尿などの液体試料は、リークを防止することが重要である。検索すると Fedex の "Pointers on Shipping: Clinical Samples, Biological Substance Category B and Environmental Test Samples" という pdf ファイルがみつかり、使って良いパッケージの種類などが細かく書かれている。

書類

Commercial Invoice というフォームに記入する必要がある。URL が変わるかもしれないのでリンクは張らないが、Fedex Commercial Invoice でググれば編集可能な pdf ファイルがみつかるはずである。

2019 年 8 月現在で有効な Commercial Invoice のスクリーンショットを示しておくが、これではなく Fedex の公式なものを使用してほしい。形式が変わったりするかもしれない。

Fedex のサイトにある記入例を貼っておこう。記入の仕方はこのページに例がある。Consignee というのは宛先のことで、記入例では Recipient となっている。F.O.B、C&F、C.I.F. は輸入者と輸出者のどちらが運賃を負担するかという問題で、文献 1 に説明がある。

上の Company Name は、自分の所属機関のことではない。たぶん Fedex になるのだろう。空欄で良い。
